Recruitment for Pharmacists at Indira Gandhi Hospital, 11 posts

Indira Gandhi Hospital has been envisaged as a Teaching Hospital with Super Speciality Services. It has 1241 beds. It is a certified green building with three interconnected blocks – OPD, Ward and Emergency Block. The services and facilities mentioned are on a constant process of upgradation and advancement and therefore subject to change. All medicines are supplied free of cost to the patients. The medicines are purchased as per the guidelines and list of essential drugs issued by Govt. of Delhi.

Post : Pharmacist

No of posts : 11 (UR-6 OBC(NC L)-2 SC-1 EWS-1 PwBD-1)
Requisite Qualification : i. Bachelor Degree in Pharmacy (B.Pharm) from a recognized university or equivalent and
ii. Registered as Pharmacist under the pharmacy Act 1948
iii. The selected candidate has to be registered in Delhi Pharmacy Council within six months of joining.
Upper Age Limit : 27 years
Experience : Nil
Remuneration per month (Basic + DA @ 50%) fixed Consolidated : Rs. 43800/- (consolidated), No any other allowance admissible

Contract Period
a) The hired employee will be deployed for a minimum period of 06 months or till the date of agreement as specified by the Principal Employer / User Department whichever is earlier.
b) Upon selection, candidate shall sign an agreement with TCIL (with detailed terms and conditions) to bring the recruitment into effect.
c) The contractual employee shall not claim any appointment in TCIL or Indira Gandhi Hospital during or after the contract period.


d) The engagement of contractual employee is temporary in nature and shall not entitle that employee to seek regularization of his services and/or to seek parity in emoluments as being paid by TCIL to its regular or other contractual employees.
e) The contract may be terminated by giving one month’s notice.


Entitlements during contract period
a) Leave: 1 day per month, with an aggregate 12 days in a calendar year if applicable, with prior permission from the HOD. Leave accumulation is allowed up to maximum of 3 (three) days, thereafter it will get elapsed
b) Maternity Leaves: Female outsourced employees will be eligible for maternity benefit/ maternity leave with pay and certain other benefits as per Maternity Benefit Act, 1961 and subsequent amendments in the Act for certain period before and after child birth as prescribed in the act.
c) Accommodation: No accommodation or HRA will be provided by Indira Gandhi Hospital, Dwarka or TCIL.


d) Powers: HIRED EMPLOYEE shall not exercise any statutory, legal or financial powers.
Working Hours
a) The HIRED EMPLOYEE shall have to work as per the working hours of IGH.
b) HIRED EMPLOYEE shall be required to report for work as per office timings/ shift duties/ roster to their reporting. In case, the person deployed is absent on a particular day or comes late/leaves early on three occasions, proportionate deduction of wages for one day will be made. Further, in case such as employee is asked to attend the office on Sudays/Holidays, compensatory off as applicable may be provided.
c) HIRED EMPLOYEE shall comply with the oral and written instructions given to them on day-to- day basis, by the officer(s) authorized by IGH from time to time. They will be bound by office timings, duty, placement, locations, etc., as decided by IGH.

Conduct
Their conduct should be those becoming of at par with Government servant. During contract period, contract employee shall be governed by TCIL Conduct, Discipline and Appeal Rules & follow all code of conduct as applicable to any regular employee of the TCIL.
Performance Evaluation
Performance will be evaluated on quarterly basis by Indira Gandhi Hospital, Dwarka or TCIL.
Termination of engagement
TCIL may terminate the engagement of HIRED EMPLOYEE if :
• The person is unable to accomplish the assigned works.
• The quality of the assigned work is not to the satisfaction.
• The person fails in timely achievement of the milestones as decided by Indira Gandhi Hospital, Dwarka.  The person is found lacking in honesty and integrity.

Necessary Instructions
a) Minimum Essential Post Qualification Experience should be in full time mode.
b) The details entered by the candidate at the time of online registration shall be final. While applying the candidates should enter his name as it appears in the SSC/Matriculation Certificate. Further, request for change of Mailing Address/email ID/ Category/Posts as declared in the online application shall not be entertained.
c) Candidates should possess a valid email ID. Candidates are advised to keep the email ID (to be entered compulsorily in the online application form) active for at least one year. No change in the email ID will be allowed once entered. All correspondence with candidates shall be done through email only. All information/ communication regarding participating in the Selection Process shall be provided through email to the candidates found apparently eligible based on the online application data and documents submitted. Responsibility of receiving and downloading of information/ communications etc. will be of the candidate. TCIL will not be responsible for bouncing back/any loss of email sent, due to invalid/ wrong email ID provided by the candidate and no correspondence in this regard shall be entertained.
d) The category [GEN/EWS/SC/ ST/ OBC (NCL)/ PwBD] of the candidate claimed in the online application form for the post shall be treated as final. Once filled the online application form will neither be changed nor will benefit of any other category be admissible later on.
e) The OBC candidates who belong to “CREAMY LAYER” are not entitled for OBC reservation and such candidates have to indicate their category as “General”.
f) Only such PwBD Category candidates would be eligible to get the applicable benefit of reservation who suffer from not less than 40% of relevant disability. For claiming the benefit of reservation/ concessions applicable for PwBDs, the candidates will have to submit a disability certificate as per formats prescribed by GOI. In case, the candidate fails to produce the certificate in the prescribed format issued by Competent Authority, his/ her candidature shall not be considered.
g) Candidates belonging to SC/ ST/OBC(NCL)/EWS category should produce their caste certificate in the prescribed format issued by Competent Authority in support of their claim. In case, the candidate fails to produce the certificate in the prescribed format issued by Competent Authority, his/ her candidature shall not be considered.
h) SC/ ST/ OBC (NCL) category candidates applying for any post marked Unreserved (UR) shall be considered under general standard of merit and no relaxation in upper age limit shall be available to them.
i) The mode of selection for all the positions will be through Interview at Delhi (Venue/ Mode of interview shall be intimated separately to the shortlisted candidates).
j) TCIL reserves the right to increase /decrease the number of vacancies and cancel the recruitment process at any stage. TCIL reserves the right to shortlist applicants for interview and not bound to call all candidates meeting eligibility criteria. k) Any revision, clarification, addendum, corrigendum, time extension, etc. to the above advertisement will be hosted on “Careers” section of TCIL website (tcil.net.in ) only and no separate notification shall be issued in any other media. l) Only those who meet the prescribed eligibility criteria need apply. If at any stage, it is found that the candidate does not meet the prescribed eligibility criteria, he/she will be disqualified. TCIL reserves the right to reject any application without assigning any reason. No correspondence shall be entertained in this regard.

n) Experience in the relevant field shall be calculated from the date of attaining the minimum essential qualification(s).
o) Preference will be given to candidates already working in Indira Gandhi Hospital, Dwarka in similar or same department, subject to fulfilment of eligibility criteria.
p) The decision of TCIL in all matters would be final and binding, and no correspondence in this regard would be entertained.
q) Candidates have to submit the application form in the prescribed format along with the self- attested copies of all relevant certificates i.e. Educational/Professional Qualifications, Date of Birth, proof of CTC/ Salary, relevant Form 16/ pay certificate /certified salary slip &Work Experience (s). The application without self-attested copies of all relevant certificates will liable to be rejected.
r) The minimum age for applying to the above positions is 18 years as on the date of publication of this advertisement. s) No TA/DA will be paid for attending the test/ interview/ joining the duty on selection.
t) The hired manpower will be deployed in general shift or round the clock in 3 shifts at IGH as per the requirement. However, the above number of personnel is without prejudice to the right of the medical director IGH to deploy the manpower in any other number considered to be more suitable in the interest of the IGH.
u) The remuneration shall remain fixed throughout the deployment period irrespective of increase of DA except in case linked with provision of minimum wages act.
v) Final selection will be made on merit based on educational qualification, experience, followed by Skill test/Interview. Mode of selection may be changed subject to number of applications received for the posts.

Reservation Rules
a) The reservation rules will be applicable to the reserved categories OBC (Non-Creamy Layer)/EWS as per GNCT rules and SC/ST/PWBDs as per Govt. of India rules.
b) The candidate must have in possession of valid category certificate issued by competent authority on or before last date of submission of application form.
c) The upper age limit mentioned under “Eligibility and desired qualification/experience” is relaxable by 5 years for SC/ST, 3 years for Other Backward Classes (OBC – Non-Creamy Layer), 10 years for PwBD, 13 years for PwBD-OBC (NCL) and 15 years for PwBD-SC/ST.
d) The OBC (Non-Creamy Layer) and EWS certificate must be valid for Financial Year 2024-25 (i.e effective from April 1st, 2024). The candidate must get it renewed for subsequent financial year.

How to apply
a) CANDIDATES WILL BE REQUIRED TO APPLY ONLINE ON TCIL WEBSITE (tcil.net.in): No other means / mode of application shall be acceptable. Application forms for the same shall be available from 02.09.2024.
b) Candidate called for the skill test/interview will have to pay a Fee of Rs. 2000/- before the interview. The SC/ST/EWS/PwBD candidates are exempted for paying the fees. The fees have to be paid in the form of DD or online bank transfer.
c) The fee once paid will not be refunded under any circumstances.
d) Following documents are required to be uploaded at the time of filling of online application form;
i. Photo of applicant
ii. Adhar card
iii. Certificate of date of birth (10th board certificate)
iv. Education qualification mark sheets (all years/semesters)
v. Degree/diploma certificate
vi. Experience certificate
vii. DNC/PNC or any other council certificate
viii. Duly notarized Undertaking/affidavit on Rs. 100/- stamp paper. (Annexure-I)

Selection Procedure
a) Candidates will be informed via email/SMS for their Skill Tests/ Interview. The candidate will bring all the original documents along with two passport size photographs at the time of skill test/interview for the verification of documents.
b) Candidates must review their application forms carefully before final submission. TCIL will not accept any request for changes to be made in the information submitted by the candidates wrongly.
c) Only shortlisted candidates as per above eligibility criteria will be called for skill test/interview. So please mention your complete educational qualification and work experience details in online application form. Only filling the registration form will not confirm your suitability or selection to the post.
d) All selected candidates will be informed via email to report in TCIL to collect their offer letter for joining in Indira Gandhi Hospital, Dwarka.
e) Candidates will have to join duties within 7 days after issuance of offer of appointment. If, candidate fails to join in stipulated time, whatsoever reason may be, the candidate will not be allowed to join.
f) Only one application will be considered for a position and candidates applying for more than one application shall submit separate application for each post applied. Candidates applying for multiple positions will be interviewed once for the highest-level position they have applied for.
g) Police clearance and medical fitness of selected candidates will be verified after joining.
